Pest or disease?

Hi. This is my hibiscus cooperi. What's wrong with h it? Many thanks! Zone 9/10, midwinter.

any recent cold event ..

not great pix.. but it seems.. all the white tissue has burnt ... and perhaps the question is why ... and why the higher you go .. the less white there is ...

I could not see the white clearly in the first set of pics either but it first reminded of mealybugs and similar pests.... Then it reminded me of variegation in other plants; isn't cooperii a variegated hibiscus?

The second set of pics makes me ask how many hours of sun is the plant getting...In winter, they get less sun.If you see some gray (I could not tell for sure) on the leaves in the 2nd set of pics, that could be powdery mildew.
