An offset by like this be puts an "eccentric" load on the column, and should be verified by an engineer. Looks jury-rigged to me. Hard to tell what's up with the framing in the pic, but I question the use of a single width "beam" bearing on the column. I think it would crush under maximum load. I haven't seen anything but two or more widths of lumber used in a similar situation.

It may be an LVL beam, which has much greater strength than dimensional lumber.
