The cheapest way is to use a soaker hose or a dripline with emitters already in the line at regularly spaced intervals attached to a hose bib that you will have to turn on and off yourself. Cheap means giving up an automatic irritation system.

In this case cheaper also seems better. Why let an automatic system waste water when it may not be needed?

We know nothing of the site layout. Keep in mind that perimeter hedges at a corner property will likely block traffic view for drivers. There may be (probably are) restrictions as to what you can do. So check into the regulations before you plant. Most people get around this problem by allowing the front yards (there are two on a corner property) to be public and making the back and/or side yards private. What you can do that makes sense for the long term depends a great deal on the site and structures.
