Newbie Question about Spraying

Last year two of my new roses got what I think was anthracnose. I didn't realize what they had at first (last year was my first year growing roses) so I never really did anything for treatment. I ended up having to remove one of the roses. I do not want to spray for bugs but I'm wondering if maybe I should do some sort of fungal disease preventative spray before the roses start growing in spring. Can anyone suggest a product that I can use while the roses are dormant and after blooming (if necessary) that will not hurt the bees/butterflies, etc? I've searched online and I see so many different kinds of suggestions - horticultural oil, neem oil, Bayer, copper fungicide, etc. I'd just like some real-world input :) Thanks in advance!
