Pruning now, when to graft?

I had read to prune my potted fruit trees in late winter - so I went out the other day to do a bit of that. I was surprised to see buds swelling on all the trees, and some of the rose bushes have started leafing out! We have had a mild winter overall, but it has been dropping down to the teens at least once each of the past few weeks - including last night, when it hit 12F. However, high temps have mostly been in the mid to high 30s.

I want to try again to graft some of the pruned apple branches to two dwarf rootstocks that I have - (last years all failed)- with the buds swelling now, is this the time to do it? or are the still occurring overnight lows in the teens a contraindication?
