They are usually described as 'red' but color interpretation is somewhat subjective, so a red-orange (or an orangey-red) is not out of line. Mt. ash, Sorbus aucuparia, might offer a more reliable orange fruit.

Clarification, thank you: I saw a beautifully shaped tree with beautiful orange berries in the city. The city aborist said it was a Washington hawthorn. He did not know the cultivar. However, I could not find any info about an orange fruited Washington hawthorn.

There are numerous Washington Hawthorns planted on a nearby college campus, and the fruit color does seem to have a bit of variation naturally. There are a few trees that definitely have berries that are more on the orange side, (but not really a true “mandarin” orange) while most are a deep scarlet red. The fruit color does change a bit as they age too, so that may also give an impression of color other than “true red.”

Again, this seems to be just natural variation, as there are no cultivars I‘m aware of that were selected for a different fruit color.
