Do your wet work first. Wet work is drywall and painting. Trim is always last....after the flooring is finished. Trim can be painted out at the same time....just not installed.

You would carpet the stairs first and then install the vinyl. Carpets need tucking which is easier if you don't have to worry about newly installed floors getting in the way.

Once all the flooring is done, the trim gets put into place.
