If you can DIY with inexpensive tile that makes you happy until you can afford the counters of your choice, I would, but don't lock yourself into trying to find a counter to match the tile by spending so much that you'll feel you have to keep it.

I wouldn't do that. The colors and style of the backsplash need to work with the countertop color and style. Paint your backsplash for now or use a peel and stick backsplash that you can remove when you have the funds and energy to replace both the countertop and the backsplash.

Assess the cabinets first of all. Many people do things the wrong way and put expensive stone on top of cruddy old cabinets. Which, again, is the completely wrong order of operations. Kitchens start from the ground up. Flooring, cabinets, counters, backsplash, lighting, paint.
