Look at some garden photos online. They are everywhere! It's what I did before hiring a landscaper so that I had an idea of what I wanted and where I wanted it planted. You want to make sure you plug in the zone you live in and you will get better results. When choosing plants, you'll want to choose plants that do well in sunlight, if they are going to be planted in a West facing garden.

That is a very small front yard. How does it relate to the house? Where are the walkways. What style is the house. Can't plan a front yard with no information.

is drainage a problem there.. or did it just rain???

if drainage is a problem ... now would be the time to fix it ..

is the downspout far enough out.. that the water hits pavement ... or is that part of the water problem ...

There will be a river flowing over the walk every time it rains. At our previous house we had the same situation and had to redirect the flow into a much smaller bed also bounded by the walk to the front door. It worked well for us but I don't know your drainage issues.
