What sam said; it's mugwort, and will regrow from the teeniest bit of root. Since the root system is so large, and can be so deep down (from 2 inches to 12 inches), Round Up will not do much - personal experience speaking. Get a garden shovel and start from the outside and work in, getting as much of the roots as possible, Good luck.

Typically glyphosate needs to be applied after flowering of a summer blooming perennial weed has commenced so that there is enough top present for the roots to pick up enough of the chemical to be killed. Even then repeat applications may be needed.

Feverfew doesn't have silver leaf reverses and doesn't grow in large patches expanding by stolons.

It's mugwort. Not feverfew.
