If you want it appraised you will need to take it to an art appraiser. Value depends on area of country. While nice a picture of the back could help to tell if the initials and date were added much later or contemporary with the painting.

I very sincerely doubt if the painting is worth the cost of an appraisal. Is it on canvas or board? What does the back of the frame look like?
The subject matter and arrangement is so "usual" as to be trite. My guess is it was painted by an amateur and you won't find any reference to the artist.
Google painting with rural winding road and see how many similar there are. My mother was a more than competent amateur painter.....and she did a few "winding road" pictures.

One I would recommend is https://www.facebook.com/groups/iavmp/ - make sure you read the rules on posting first, and post accordingly. The admin is strident in making sure people abide by her instructions on posting, for good reason!
