Basement cinder block wall help

Hello all,

One of my basement walls is cinder block but ther is an offset of around 4 inches. Is there a recommended way to seal this off?

This is how to block foundations use to be done, they would use so many courses of 12" block for the height of the backfill and transition to 8" block. On top of the ledge, they would usually put a strip of tar paper and put mortar on the slope something like this to give you an idea.

The wall is about 8 ft tall and the break you are in the picture is about 5 ft off the ground.

Why do you have an offset like that in the first place?

Those blocks are actually made of concrete, not cinders.

I'd be afraid of accidentally dropping something valuable down the blocks, so I'd just screw on lengths of p.t. wood.
