First thing to establish is if it is in a container that will support it properly. Ideally, the container is at least half as wide at the plant is tall. That's if you're going to keep it in a container. Peppers are heavy feeders, so you'll need to be applying some all-purpose fertilizer regularly. Finally, make sure it gets plenty of sunlight. Oh, peppers are self-pollinating, so each flower has male and female parts. Don't need insects to do it. Pollination happens when the flower shakes, and the pollen falls. If not being kept outside, where the wind can shake it, I'd tweak the flowers with your finger occasionally.
