Is there some way you can install a windbreak to diminish the effect in one or more areas of your garden where you want to plant tall flowers? Bushes, a fence or possibly even just a lattice may be what you need.

We have nearly 3 acres. An 80x100ft backyard has a wood and wire fence to keep the dog in.

We planted some pines about 20ft outside the fence on the downslope side, but they're only 3' tall so far. I'm going to try roses along the inside of the fence.

The back yard. We've added fruit trees since this 2016 photo was taken. The woods are at our property line. This was an apple orchard until the 1970s.

Here is the front yard mid summer:

Prevailing wind comes from the down slope side. We had 42mph gusts on Tuesday this week, 20s yesterday.

We expanded the plant area in the lawn, added a couple of white dogwoods, got 2 blossoms last week.

Not sure about fencing the front yard, as it's not common around here. In fact I don't think I've seen a single house with a front fence in this entire county in the 7 years we've been here. We're the only house within a mile that has any fencing, at least until last summer. A neighbor put in a small fenced area for their dog behind the house.
