Citrus tree leaf problem

I just moved to a new home In California with a very mature grapefruit tree and also tangerine tree. Both of these have spots on the leaves and on some of the branches as well. It is easily removed if I touch the leaf with my finger.

Sooty Mold. Develops on the honeydue of insects. There is a ton of information on the Intenet.

There is definitely some sooty mold going on. However I was more curious about the brownish specs that look like insects

Scale... on the underside of the leaf. Wash off what you can; rub off what you can; and then treat with horticultural oil with a bit of imidacloprid
