Bobbin Issue Question

Hello, I have a Singer Touch & Sew 603E which my mother loves and has had forever. It works great but lately have had a problem when you go to wind the bobbin it gets locked. I took the metal bobbin case out including the black arm on the right side, put everything back together but when I start it up again the case that holds the bobbin moves and locks the machine. Any suggestions on what I can do before I take it to a repair shop?
