Try spraying the window cleaner and rub lightly with a Mr Clean magic eraser. Are you sure it is on the outside of the window and not inbetween the double pane window.

I have etched/scratched glass with a magic eraser.
Just keep washing....wipe again if you missed a spot.

You don't scrub hard with the eraser. I used it on my previous house windows after finishing construction. There was some mortar from the brick work on them. I also used it on the windows in my present home. The outside of the windows must not of been washed often. There was a rough feel to them, the glass did not feel smooth. Probably from build up of dirt in the rain. Window cleaner didn't take it off. I've used the eraser without any damage to the glass. No scratches or damage of any kind.

Magic Eraser is melamine sandpaper. You’ll frost your glass. Newspaper and vinegar.

If they are double glazed windows, the seal might be broken and you are getting moisture between the glass when you wash the windows.

Buy an e-cloth from Amazon for $7 and use it with water.
