Elaeagnus multiflora?

No, because my plant has several 5 pointed flowers, Elaeagnus has always only four (picture below). Plus I have never seen a fruit on it. I thought it may be Night Jassamine Cestrum nocturnum L.

Is it highly scented? Cestrum nocturnum was my first thought.

I am not around when the bloom is fully open which is in the middle of the night. But I don't smell anything (with my terrible allergies) if a sniff what is open. It's probably what it is, but it's just not doing well because of lack of water and light and crappy soil. LA is basically an irrigated desert.

Nocturnum refers to the nighttime flowering habit.
