Water isn't getting chlorinated

In Central New Jersey, we opened the pool about 2 weeks ago, and the water looked pretty good. The guy who does our opening put in whatever chemicals are needed (I don't know wht, but we've used him for years and he knows what he's doing).

We use one of those floating dispenser filled with tablets to chlorinate the water..

When we test the water (using a strip) there doesn't seem to be any chlorine in the water. We even put in a scond dispenser filled with tablets. Everything else (ph, alkalinity) is fine.

I'm going to try to get another test kit - these strips are left over from last season - but what could be causing the water not to show chlorination?

Because of COVID-19, I'm not even sure the pool supply store is open.

The water is beautifully clear, but it hasn't really been hot enough yet for algae to start forming.

Any thoughts? Thanks.
