Many plants can be slow to break winter dormancy. Sometimes it's due to a wet winter, sometimes extended cool nights keep plants dormant, but some plants are just slow to reemerge. Clematis is one of those affected by environmental issues, but I can't say for sure what's happening with your clematis.

I’m in a much colder zone and seeing new shoots as of this weekend in most of my clematis (type 2 and 3), so it might be time for you to look for a replacement :(

It's never a done deal with clematis until it's a done deal :-) What that means is that some clematis can appear completely inactive for a season or two yet magically reappear at a later date growing strong and healthily!! Just because you are seeing no signs of life yet does not immediately translate to the plant being dead. Give it some alfalfa meal or alfalfa based fertilizer, water as normal and be patient. It may sprout out later or it may not sprout out until next season.
