What is wrong with my orange tree?

Today I noticed that several leaves and oranges were covered in something (no idea what and googling hasn’t led me to any answers yet) . I’m in Southern California. Does anyone know what it might be and if I need to be concerned? I appreciate any help or guidance you could give.
