Can anyone ID this shrub and the vine growing in it?

1st looks like Brazilian pepper - an invasive pest and best removed quickly. Be careful of the sap - it can be irritating

2nd looks like Rangoon Creeper, a scrambling type of vine with lovely flowers.

Your shrub in the bottom pic reminds me of new growth coming from the roots of a chopped down crepe myrtle. Looks like what I had after buying a house where someone must've planted a crepe myrtle too close to the fence and chopped it down to sell the house. But looking at your leaves more closely, they do look too long and soft for crepe myrtle......sorry!

Maybe it'll bloom this summer - then you'll know.

Thanks for the link. I have been trying to research what could be causing the skin irritation other than the poison ivy I have spotted. This is my first spring in this house and some stuff is starting to grow and bloom so I will have more to ID with soon. I am almost afraid to clean up after the painful rashes. There is a ton of Brazilian Pepper across the back of the property. If I remove it, I loose all the privacy back there so I am torn about what to do. The one with the serrated edges and red stem looks different than the Brazilian Pepper I think. Maybe that is a baby pepper?

Yes a seedling. The scent is unmistakable too, when crushed. You can cover up and protect yourself when pulling. If you don't get the roots, it will grow back - it's very hardy, and puts out multitudes of berries that birds eat and spread the seeds. It's a real scourge.

What about cutting it to the ground, and after clearing the brush away, painting the cut ends with glycophospate stump killer? I’ve seen that done on Brazilian pepper growing on South Florida roadsides. The seedlings might pull out easy enough, but wear long gloves OK?
