Basement waterproofing

We are in the process of buying a house, and I was wondering what is the best way to fix the water coming through the basement walls. These are the pictures taken by our home inspector.

There is no actual water on the basement floor but there is efflorescence from the water on the walls. Should we waterproof from the outside or is it an overkill? We are going to fix the gutters, downspouts, grading, new basement windows and wells, but do we need to dig around the house foundation to waterproof it from outside? In what order should these steps be taken? how expensive is it?

The house was built in 1922 and hasn’t been occupied for the last year. We don’t currently live in the house. Suggestions? Advice?

Thank you!
