So what is going on with this KO bloom?

This KO-49 is 3 years old and has bloomed exactly like this for 3 years. I thought it was just a maturity issue and have given it ample time to show me its blooms. Nevertheless, it keeps blooming just like this ... Disorderly, not really opening and sloppy. It just doesn't know what to do. What causes this?

Growing culture is the same for all of my cultivars and I feed these older ones every 2 weeks at 1/2 strength and include earthworm castings. It gets loads of sun and great rain water, so I doubt it's lack of anything. What do you think? Should I cut it down to create branching and give it one more chance? Or is this one destined to be graft rootstock?
