AFAIK, this isn't an air conditioner in the true sense of the word. An air conditioner for one would give you capacities of how much heat the thing can 'remove' from the room in question. This is merely adding moisture to the room to cool it.

If the room is already very humid a unit like this will only make matters worse.

In desert climates where humidity is often very low, adding humidity will make it feel cooler. How low is low? Typically less than 20% RH (relative humidity).

True air conditioning where heat is removed from the room *currently* requires the work of a compressor. The heat (of the structure) is absorbed into a coolant, pumped outside and released with the use of a fan that expels the heat and cools the refrigerant to prepare it for the next trip inside the structure to begin the process again.

Capacity is important. If you under size, the unit will run and run, never shut off and temp reached will be limited... often times to the detriment of the cooling level someone wants to achieve.

Too big of capacity: The unit short cycles too frequently which can cause premature failure. This can also cause additional issues, such as mold and mildew especially in more humid climates. (Humidity levels above 60% in most cases with low temps inside 65-70F)

Those Dyson things are mini swamp-coolers. Workable in an arid environment such as Arizona or Death Valley. Not in NY, Georgia, Louisiana, etc.
