hmmm.... I live in South East Florida. I am constantly dealing with hurricane and gale winds... I have had to stake my roses with rebar so they don't get to damaged from the wind.... I have more problems from the salt then the actual wind damage now that they are staked.... I do have David Austins as well. but I think if you really want to keep your roses you could get away by staking them.... I can't imagine that it would be more windy there then here....

Geoff from Cool Roses has also suggested to me that I could put up a small hedge in front of my roses to block some of that salt wind, but my husband would rather me to pull out the roses then to put up a hedge that blocks his view of the water.... so we compromise, I stake and have to deal with the wind.

Raphiolepis is a thought, although it only blooms once, in the spring. Not like roses as far as blooming. But it is a pretty sturdy bush, easy care.
