What's your time limit for nursing a plant?

If it doesn't pick up growth, when do you decide to ditch it? This is the third year in the ground for a few "Annabelle" hydrangeas I have, and they are just refusing to fill out. They got a pass last year because they were bought on super-clearance later in the fall the previous year, but they should be putting out lots of growth by new -- sheesh, some small divisions my sister gave me have far surpassed these three already. Anyway, I'm going to shovel prune them -- at this point in my life I'm starting to adopt the "life's too short to look at stuff that doesn't make you happy" approach more fully. I am curious, though, how much patience everyone else has regarding under-performing plants.
