Could be earwigs. In particular, they like flower buds and the above is what the flowers look like with the damage after they open.

Right, thanks. Last year earwigs did damage to my Dahlia flowers so this year I sprinkled diatomaceous earth around the stems so far to good effect. I'll do the same around this clematis. Thanks much.

In my garden that would be snail damage. They love Clematis.
