Fall Planting Guidelines..... (Again...)...?

I'm gaining some new roses this summer, and want to plant them in the fall rather than overwinter them. They will be young. Potted. I am in zone 6b. Central Maryland.

How does fall planting work?

Would late August be a good time? Not so stressfully hot (although it can be pretty hot, the days are shorter and nights are turning cooler).

Should I be counting a certain number of weeks backwards from the first expected frost date?

Should I protect them in any special way for their first winter, having only recently been planted?

Thanks for your input.
