I'd start with bigger pots. Herbs need 6 or more hours of direct sunlight per day. I suspect they are not getting that, since you indicate you are only watering every couple of days. Plants in small pots in the sun need daily watering. Also, don't wait for plants to wilt to water them. That's the definition of stress.

Neither of these are very thirsty plants and I'd caution about watering too frequently, especially in a very moisture retentive potting mix, which this appears to be. Except for my rosemary, which is a large shrub, I grow my herbs in containers as well but use a very fast draining cactus and succulents soil mix. Even then, I water infrequently....maybe twice a week if very hot and dry.

These are Mediterranean herbs and like lean, dry and very sunny growing conditions.

Both certainly look as if they have insufficient light. Rosemary is potentially a good sized shrub so that pot will be too small eventually. The woody stem is normal. It’s a shrub not a herbaceous perennial. It’s the soft whippy growth which is abnormal.

Rosemary likes full sun as does thyme. I have thyme in containers but my Rosemary is huge, barely gets water and loves the sun. We also have trailing rosemary all over our acreage that never gets water and we live in a hot climate. I know you probably can't get full sun on that porch, but if you can put them in the full sun, they will be happier.

Insufficient light was my first thought as well. These are full sun plants.
