Is this a walk out basement? So you would paint 8’ up or more in back but just a few inches in front?

The foundation looks like blocks in front, cement in the back. Or am I seeing that right?

I think you have 2 major options. 1) match siding. 2) choose a color that is normal for concrete or stone ( there are many)

in your shoes i might consider a true medium-darkish gray. Match the flat stones in the back. Second choice would be to match the siding. Would not match the shutters.

What about matching a color to the faux stones on the shed which is right next to the concrete basement

I think you could pick a color from the Shed rock. there are a number of colors so you have options. Id try to pick something sort of in the middle or grayer side but that’s just me. not a color pro at all!

Would pressure wash it and then treat it as an exterior wall -- at least the back wall of the foundation (beneath the deck and beside that) could be treated as an exterior wall to be finished -- at the very least painted to coordinate with the siding. If you want it to visually disappear into the shadows, you could paint it a dark brown like your roof or door.

Budget permitting, consider facing that wall with a faux brick or faux stone. If this area is to be used as a patio/play area, also add wider trim around the existing white trim of the door. Make sure the area is well lit -- perhaps adding solar lights to the bottom rail of the deck, preferably with motion sensors.

A child could like this space as a play area.

You could build a matching pair of boxes without any back to cap over the electrical and/or phone lines and drain pipe -- they could serve as a plant stand or a place to set some statuette or whatever. Set bricks or blocks inside the bottom to keep them from tipping over.

Consider building a row of exterior storage cabinets with shed roof to attached to the wall between the hollow tables covering utility items. Great storage for toys and/or BBQ items and/or yard tools. A lean-to.

A fence -- "L" -- could be added "behind" the knee wall / retaining wall on the corner to the right of the house to block the visual of the heat pump, etc., from the "patio" area the knee wall / retaining wall surrounds.

Brackets for hanging flower baskets or wind chimes or bird feeders and/or sun catchers and/or seasonal decor could be hung on each post. Do know where utility lines/pipes are buried before digging post holes.
