How full should sheer cafe curtain be?

Hello, I am sewing my own cafe curtain but need to know if they should be a 2x fullness or 3x fullness? I want them to look like these:
With either a 2 fold pleat or a pinch pleat? I like the pinch a lot, but I don’t know if that will be too much for cafe curtains?
The curtains will be made of 100% cotton voile, and will be in my living room facing a street.
