electric baseboard heat under vanity?

I have a very small bathroom. It needs electric heat.

The options are under floor radiant heat ($500) or the contractors are suggesting to put a small electric heater underneath the vanity along the back wall ($100). We cannot use a toe-kick heater b/c the vanity has legs on it.

There are no other places to put it.

My question: Is putting the heater underneath the vanity a problem if it is not a kick plate heater? I'm wondering how the heat would escape out? won't it get trapped under the vanity and not be effective? or warp the MDF of the vanity?

Would their suggestion work?
