That would take a lot of teabags! Throw them in the compost.

Used teabags would probably work well for you until your tree gets big. At that time you would have to recruit a lot of tea drinkers for the required amount of bags.

Why would you need protective mulch for a potted seedling in a dark apartment ? The tea bags aren't composted so will not provide any nutrition and block air flow. Most likely they would attract mold if kept wet.

right now I have them outside and the teabags are torn open and the the tea leaves put around the seedlings and I put used coffee grounds and the blood rich water from thawing chicken and then homemade liquid fertilizer from grass clippings
