I assume you are zone 5, so first thing is plant warm season grasses like miscanthus only in the spring. Late summer or early fall plantings usually do not survive, Your grass seems to have good growth coming from the bottom but also appears to have lots of competition from the surrounding grass which may slow it down. It also takes several years to get a good clump.

I don't think so. Just cut the brown tips off and see what happens next spring. My guess is your grass is more focused on putting down a good root system with a lesser emphasis of top growth.
