Kumquat structure problems?

I bought this kumquat this spring with pretty terrible structure, but it was the best of many bad options. It greened up, flowered and set fruit no problem once it was root pruned and repotted into 5-1-1 with some CRF.


I had to stake it pretty securely to let it establish because of our winds, and i think that has caused some scraping of leaves.


I've been concerned that while it flowered profusely, it hasn't had much vegetative growth. The only new branches were watersprouts at the bottom that i cut off.


Should i cut the branches back to promote branching? The current structure just gets whipped around by the wind and doesn't seem healthy long term.
