Kitchen cabinet paint

I am comparing 2 proposals to paint my kitchen cabinets. 1 proposed 2 coats BIN shellac primer followed by 2 coats C2 cabibet paint and was provided by general painter. second proposal proposes water based acrylic paint and was provided by someone that specializes in cabinet/furniture painting.

any thoughts on which is a better option? thank you!

BIN primer is non-negotiable, at least 2 coats. I'd get a 3rd quote from someone who can do a top coat with Milesi paint.

BIN Shellac is a must, especially if your cabinets are currently oak. Run from the person who was just going to throw acrylic primer up and call it a day. You'll be back here complaining about how your newly painted cabinets are yellowing from tannin bleed.
