What exactly are we looking at, is all the white that we see vinyl or is the trim something else? Yes there are bonding primers that are supposed to adhere to vinyl e.g. Zinsser® Vinyl Adhesive & Plastic Bonding Primer I have had no experience myself, cant say how well it works (or not) - might try looking up reviews for it.

Insl-X's STIX Primer for SURE. It ain't cheap. $60+/gal. I LOVE the stuff!! I'm literally using it on my house's S side.

Well I have experience and can say vinyl window frames can be painted any color you want. I used rustoleum spray paint for plastic with no primer and 17 years later it's still on the window frames. There is a problem, after 7 or 8 years the paint started fading, and I'd say the paint I used didn't have any UV protection in it. Rustoleum and other brands have automotive rattle cans for plastic now but the upcoming redo will be paint for plastic mixed up at an automotive paint store which has UV protection in it.

By the way the paint had no problem sticking, but I did give the plastic a quick sanding with some fine grit sandpaper.

Ruth, maybe it's a "what the heck / it's worth a try" kind of thing. Maybe with a window behind a bush the first round.
