Second Layer of Plaster Peeling from Ceiling

1908 home with original plaster ceilings in good condition. Previous owner mopped second layer of plaster on ceiling in almost every single room in the home.


Over time, much has come loose and fallen due to humidity and other areas are so well adhered that it feels impossible to get rid of.


We’ve tried scraping, spritzing with water, steaming... nothing seems to work to get the well-adhered plaster to come off.


Our objective is to remove it all to get down to the original plaster.


Any advice?
