I heard of a story that may answer your question. Some hosta guy used to mow his hosta in the fall to clean up quickly. Unknown to him, he had HVX, which spread to all his hosta. He hired a backhoe to remove all the soil and get it replaced so that he could replant hosta. (ken may remember who it was, I don't.)

If I were in that predicament, I would kill the plants with roundup and carefully remove them when dead---especially trying to remove all the roots. I would not plant hosta in ground there for at least two full seasons. I would add buried hosta in pots to that area. Pot in a pot method would be even better. I would also try some new plants (not hosta).

Research shows that HVX lives in the soil for at least 2 years. Unfortunately, at that point the research grant ran out, so no further data was obtained. However, it is reasonable, based on research on other viruses, to believe that HVX will remain in the soil for a much longer time frame.
