I'm pretty sure that this is a yucca. There are a few, eg Yucca linearifolia, that have similar leaves.

Definately not a palm

Agreed, definitely not a palm. The tag is probably a generic one they use for lots of plants, in this case for anything that's a Yucca or a Palm. Not being a palm suggests it's probably a Yucca.

Palms produce fronds. Whatever this is it has to be something with a base that looks like the top of a pine cone.

Agave geminifolia or a Dasylirion could also be candidates.

Compare to Xanthorrhoea.

As Embothrium has said, the base looks like the top of a pine cone. That's very much like Dasylirion, but very unlike Xanthorrhoea.

FWIW I thought of Dasylirion also, but mostly because of the tuft of long very slender leaves.

Xanthorrhoea has the same type of leaves but not that top-of-pine-cone look.
