Gravity causes the water to accelerate as it falls, so with that (approx.) 8 foot drop, the water is falling considerably faster at the bottom than at the top. As you see, the flow narrows quite a bit by the time it drops half way and then molecular adhesion/surface tension is overcome. An uninterrupted sheet of water from top to bottom is not reasonably achieved here. A rain shower effect might be to your liking, instead.

Thank you for sharing your expertise. This water feature was connected to the pool pump and had a much cleaner fall.

We had to add 2 returns to the pool and because of that the waterfall stopped working so the builder installed a new pump for the waterfall, causing this effect.

I was hoping that the problem was the pump...
