Please help me save this cotoneaster!

It is an old cotoneaster horizontalis, healthy until last year when I probably overpruned in the winter, and now rapidly dying back. What is this attacking it, and how can I fight back to save it?

Tiny black spots all over the underside of the leaf. Some ants and a dragonfly hovering.

    Looks like lacebug damage. Ants are likely present to collect the honeydew they excrete.
