Peas dried out ... how do I prep them to plant?

I've grown peas before, but always from packets that are sold for planting. I had some peas I got from a local farm, for eating, and some got lost in the fridge and dehydrated. I was thinking I could plant them! I don't know what I need to do to get them ready, though ... Will they be usable for fall planting?

And I think the date on it says 12/31/15 ... is it still good? Or should I just throw it out?
