HVAC - two units both cooling upstairs cool, downstairs (master) not

I have a 7 year old home in Houston TX - 3000 sqft with two AC units. Upstairs set at 75 - it is cool , very liveable. Downstairs - even set at 72 - the master never gets fully cool (77 -78). There was a time when it did cool - not sure what is up..
