Replacing overgrown landscaping Junipers

Hello,

I recently moved into a house in zone 7 and would like to clean up the landscaping starting with the big 20 year old 8’ junipers. Under the green they’re brown inside so I don’t think I can trim them back to a more manageable ~4’ height without killing them. I’m thinking of cutting them and rotting the stumps (water/gas lines under) over winter with a spectracide and replanting. The boxwoods in front are healthy so I’d like to keep them. The area is 10’ from house to walkway and 19’ in length.

Is this a good plan?

Any ideas of what to plant in their place and keep it two plants deep while filling up that large of a space?

Thank you!
