Tomatoes self pollinate but need some wind. Give the plants a shake.

If a flower isn't pollinated, it will drop. Usually wind, a passing animal or bugs with vibrate the flowers and pollinate the flower. You may need to do this yourself by giving the plant a shake each day.

I'll add that those flower shoots look really sad. Perhaps not enough fertilizer and water.
