What’s my first step?

I’m trying to figure out what I should do to get my lawn in tip top shape. I have a few weeds throughout. Should I use a chemical or just pull them by hand and fill in the spots with seed?If I did that, could I mow around the patches to keep my grass cut? Should I not do anything for now and just keep mowing?
