Can citrus be repotted in late summer?

Hi,

So I just bought a calamondin that I plan to bring inside over the winter. The soil it came in is very compacted and seems to hold a lot of water. I was wondering if it's too late in the season to repot it, since first frost is expected in around 2.5 months, and by repotting I mean completely change the soil around the roots because the drainage is awful.

If it's too late to repot it, could you give me some pointers as to not overwater it during the winter, when even the 511 mix stays wet for like a week?
