Quietness I have to disagree with -- LI it got horrible disease and I took it out after giving it at least 3 years to grow. Look at any of the Kordes Parfuma series or Sunbelt serles. Madame Anisette though slow to establish is outstanding in June with to me clove scented creamy white flowers. Look at Savannah, a pink color and La Perla which is a pearly white rose. Easter Basket is a multi colored yellow and pink flowered rose with very good disease resistance. Go to the Star Roses website which is now the US distributor of Kordes roses and see their ADR winners. You can also look on their German website and click on the Union Jack in the upper right hand corner to read the English version of their website for descriptions and which are the award winners.

Fellow MD'er here. I feel your pain and can recommend the following based on my experience in a no-spray garden in the Baltimore/DC area:

• Teas and OGR's! We have 2 Duchesse de Brabant teas and I absolutely adore her. Disease free and blooms constantly even though it's been 90F+ every day since June and she's planted next to an asphalt driveway. I wouldn't plant her where winter kill is an issue but it's been relatively mild in Zone 7A and I've not had any issues so far. Gorgeous rose and smells of raspberry tea.
• Popcorn Drift: not the most exciting rose but totally free of blackspot and gets only the occasional, minor outbreak of PM in the spring. Always blooming and very carefree. Makes an excellent ground cover shrub but lacks a strong fragrance (I'd say 2/10 at best). Covered in soft, creamy blooms from April - November.
• I realize these are climbers but I've had good luck with DA's Teasing Georgia and Bathsheba. I don't know how big they'll get in Zone 7 but they don't have trouble with disease and exhibit great fragrance and bloom quality. Re-bloom is excellent, as well. I also love Crepuscule for similar reasons but it's also another climber.
• Kordes roses do well here against diseases but so far they all seem to want to be massive with stiff, thick canes. Not sure I could recommend them for that reason, but as @jazzmom516 (Zone 6b, MA) noted, Savannah (sunbelt collection) is virtually disease free and has the best scent of any rose in my yard.
• Penelope, hybrid musk. Also gets big (stiff canes, not a climber) but covered in sweet, apricot blooms fading to shell white. Soft fragrance but pretty disease free even though she gets minimal care and is planted on a slope. We have 8 of them as a hedge in our front yard. Bonus, the bees love them. Just wish the deer would stop eating all of the new growth!
